Rural America comprises 75% of the nation's land but only 17% of its population. Similarly, Small and Rural ILECs such as TRBA member companies serve over 50% of Texas's geographic area, yet account for only around 2% of its access lines. Our members live and work in the communities they serve, providing essential telecommunications services to schools, libraries, and countless law enforcement and healthcare facilities.

TRBA membership includes both cooperatives and small independently owned incumbent local exchange carriers (ILECs). These companies were founded originally to provide telephone service to areas larger entities ignored or could not make a business case to serve, and have evolved into the primary broadband providers for their customers.

These small companies operate some of the most technologically advanced networks in the world, which are capable of providing voice, high-speed broadband, and whose networks represent an integral part of the infrastructure that provides the backbone for connectivity across Texas.
